Why lasers can't be used as hand held weapons?

The army tried to design a killing laser but in result they ended up burning the soldiers. We hope to achive what the army couldn't do by designing a new laser that well achive for us and the army, it is important to; our country as the first to design a new weapon.

How we will do it is by starting off with the old design of the laser and add more to it has a more powerful mirrors that power the laser. We well make improvments on the laser to make it more powerful to burn through certain materials.
